Pacific Carbon Trust
The Pacific Carbon Trust is a provincial Crown corporation set up by the British Columbia government to acquire credible greenhouse gas (GHG) offsets on its behalf and meet government’s target of a carbon-neutral public sector by 2010.
Offsets represent emission reductions or removals through projects such as renewable energy generation, energy efficiency initiatives or tree planting.
Core government business travel has been carbon neutral since October 2007. By 2010, the commitment will expand to include the operations of provincial ministries, school districts, universities, colleges, health authorities, Crown corporations and other government agencies.
The Pacific Carbon Trust, acting on behalf of the Province, will only acquire offsets from projects that are located in B.C. and that meet provincial eligibility criteria as defined by the Ministry of Environment Offset Emissions Regulation.
In the future, the Pacific Carbon Trust may also acquire and retire offsets for individuals and B.C. businesses.
The Pacific Carbon Trust intends to negotiate and award contracts for an initial 35,000 tonnes of offsets needed by June 2009. Additional offsets might be purchased if deemed reasonable.
The PCT issued a Request for Qualifications to pre-qualify respondents with the capability and capacity to provide all or some of the offsets needed to meet the Crown corporation’s June 2009 target volume of 35,000 tonnes. The closing date for responses was November 6, 2008. Proposals will be evaluated and placed on a list of Qualified Suppliers if they pass the criteria.
